The Institute of Economic Affairs (IEA Ghana) will on Tuesday, 6 October 2026, host another edition of its Views and Reflections Programme, continuing the Institute’s engagement with distinguished national stakeholders on the report of the Constitution Review Committee and Government’s position on the proposed reforms.

The dialogue, titled “Views and Reflections: The Prempeh Committee’s Report and Government’s Position on Constitutional Review,” will take place at the IEA Dialogue Centre at 2:00 p.m.

This edition will bring together three distinguished personalities with extensive experience in governance, public policy, law and democratic development: Rt. Hon. Prof. Aaron Mike Oquaye, former Speaker of Parliament and Distinguished Fellow of the IEA; Prof. Baffour Agyeman-Duah, Chief Executive Officer of the John A. Kufuor Foundation; and Prof. Ernest Kofi Abotsi, Dean of the School of Law at the University of Professional Studies, Accra (UPSA).

Their participation is expected to enrich the ongoing national conversation on the future of Ghana’s constitutional democracy and provide important perspectives on the recommendations of the Prempeh Committee and Government’s response.

Continuing the National Conversation

Ghana’s constitutional review process presents an important opportunity to reflect critically on the operation of the 1992 Constitution and the country’s democratic experience over the past three decades.

While the Constitution has provided the foundation for Ghana’s Fourth Republic and contributed to political stability and democratic continuity, experience has also generated important questions about the structure and operation of government, institutional accountability, the balance of power, public administration, representation and the effectiveness of democratic institutions.

The work of the Constitution Review Committee and Government’s subsequent position have therefore reopened a significant national conversation about which aspects of Ghana’s constitutional architecture should be retained, strengthened or reconsidered.

Through the Views and Reflections Programme, the IEA is creating a platform for that conversation to be conducted in an informed, inclusive and non-partisan manner.

Perspectives from Governance, Law and Democratic Practice

The backgrounds of the three speakers provide a particularly valuable combination of perspectives for the discussion.

As a former Speaker of Parliament, constitutional scholar and Distinguished Fellow of the IEA, Rt. Hon. Prof. Aaron Mike Oquaye brings extensive experience of Ghana’s parliamentary and constitutional system.

Prof. Baffour Agyeman-Duah, through decades of scholarship and work in governance, democratic development and public policy, brings an important perspective on the relationship between constitutional arrangements, political institutions and democratic consolidation.

Prof. Ernest Kofi Abotsi, Dean of the UPSA School of Law, brings a legal and constitutional perspective to the discussion, providing an opportunity to examine both the principles underlying the proposed reforms and their potential implications for Ghana’s governance framework.

Together, their perspectives will contribute to a deeper examination of the constitutional review proposals and the broader questions they raise about the future of governance in Ghana.

Building an Inclusive Reform Process

The IEA believes that constitutional reform of this magnitude requires broad national participation. Although legal and political institutions will ultimately play central roles in implementing any reforms, constitutional change cannot be treated solely as a matter for government, Parliament or constitutional lawyers.

The Constitution defines the fundamental relationship between citizens and the state. Any significant changes to that framework should therefore be informed by sustained public engagement and a clear understanding of the issues involved.

The Views and Reflections Programme is part of the IEA’s contribution towards creating such an environment.

By engaging political leaders, academics, legal practitioners, religious leaders, media professionals, civil society representatives and other stakeholders, the Institute seeks to encourage a national conversation that is informed by experience, evidence and competing perspectives.
